I don't know the context either, but keep in mind - such measures are sometimes unfortunately necessary to prevent discussions from degenerating into shitfests. The most prominent example of this has to be SubDivX, which completely removed its forums because every single thread eventually went in that direction.
Ultimately, trackers are neither democracies nor social networks, so my advice is not to think otherwise and just get your files, it's what you're there for*.
* = unless the year is 2009 and you're requesting FTN :D

You got that right, in their wiki it's specified that comment section is only to be used when the release has any problem. But then again, there's a report button for that. The stupid thing about TL now is that there are achievements for commenting, so people are using that.

Since some private trackers require some sort of dedication for getting in sometimes certains types of threads errupt from those communities which actually provide some value. I don't know about RED but old What.cd used to have some really good genre specific threads. You could also see people running their own labels or music review sites posting there, but I think this only happens on the most sought after trackers that have a specifc nature. For example, I'm not on AnimeBytes currently but I'd bet they have a pretty active forum.
All those posts about smoking pot and sucking at relationships, they're like tears in rain...
Anyway, there were indeed good discussions and I'm sure there still are. For those active on What.cd, SCC, U-G and a few others around 2010~11, we may have crossed words without knowing it; one of them even made me VIP for finding several bugs on their then-upcoming redesign. Unfortunately the toxicity and "guilty until proven innocent" mentality that has permeated the community since makes the potential benefits of participating no longer worth it, in my opinion.

I was trying to express that these communities have lost some of their original magic. You're right about everything else, but I think the motivation to communicate and contribute comes a the youthful spirit. One that hasn't yet been warned or banned on a tens of communities.
I literally recently got banned from a discord community because a mod recognized my handle from another forum where I said something he considers bad. Didn't break that forum's rules, didn't break the discord channel rules.
